I have a 87 elite with a 86cc bore. 7:1 gears, 28mm carb, double reed manfold, sef ramps w/ 7 and 9 weights, PG exaust, and stock clutch springs. I can easily hit 70mph (290 lbs and i cant tuck.) my little jap friend hit 89mph.lol. he was scared (i'm twelve and learned another new swear word)less. any way, i've grown bored of 70mph. i was wondering if a 114cc water cooled system is realy worth it? my goal it to hit 120mph and scoop some civics. Is that speed even obtainable?

Probably.

A 70 cc Beta Ark full of Polini parts can get up to 140 kph.

So why not your scoot?

If you get a bore that big, you might want to try experimenting with 8 and 10s or heavier.

With that bore, you must recalculate your pipe for it's timing and your desired RPM range.

You can still use an AC if you want but you can further abuse/ take advantage of the added cooling of the LC.
Ride it like you stole it!!!
